When it recently came out the FEMA was planning to re-use the same trailers (that had the potential to cause illness) as it had used after Hurricane Katrina, it created a bit of a stir:

(source)This isn’t, I think, what one hopes for in government efficiency: taking a defective and dangerous item which shouldn’t have been distributed in the first place - and giving them to a different set of disaster victims.

The disaster aid that victims receive should not pose a greater threat to them than the disaster itself: it eally is as simple as that.
